New usage guidelines

Due to recent changes in Chrome and TRADINGVIEW itself, there was a major update and there are a few guidelines to follow to have all alerts delivered:

1. there must be only one instance of Chrome running

2. there must be only one TradingView tab open on Chrome

3. this tab must be active

4. Chrome must visible, at least partly - it cannot be completely hidden under other applications on desktop

5. AlertsLog in TradingView must be opened.

There is one scenario where this will get stuck anyway. After cleaning AlertsLog, if you refresh TradingView website TWICE, AlertsLog will not be initialised properly and first alerts will not be delivered. To solve it, have some alerts in AlertsLog, the refresh TradingView website and alerts will start being delivered to TradingConnector.EXE.
